ATT won't unlock my phone

I requested to have my phone unlocked. I was told they can't

I was with AT&T prepaid for the last 2 years. I had brought my phone to AT&T (paid off).

My yearly subscription to ATT ended yesterday, and now I'm with someone new.

I contacted them, and they said they can't unlock it because I'm no longer with them. 

So basically they are holding my phone hostage? 

I don't have a phone right now because of this. It (Edited per community guidelines).

Go to the unlock portal. Phones can’t be unlocked by phone reps.

I had brought my phone to AT&T (paid off).

Is it even carrier locked?  

Are you filling out unlock request correctly? (Filling in "no" and not using your number) 

The unlock portal does not require you be a customer, although that would make it easier to get help.  You should have unlocked before porting out!

my roommate gave me his old phone and he got a new one. he is still an att customer, but they wont unlock the phone for me or him. i want to go with another carrier. his sim wont even work in the one thats locked. gonna write to fcc about situation.  forcing someone to buy another phone when one i still good and working

If it's his phone, he has to unlock it.  AT&T will unlock it once he has met all of the requirements which include paying off his final bill
