Can an American AT&T phone be used in another country without roaming charges?

I bought a cellphone as a present for my girlfriend in Chile, I bought it from aliexpress and it said that it is unlocked (at least in the title it did). She put her Claro sim card inside and it works fine, she can receive and make calls. However when she tries to use the data it says that roaming charges will be applied for any data usage outside of the U.S. Data roaming can get pretty pricey and she wouldn't be able to pay for it for obvious reasons (despite Chile having a good economy, its citizens don't earn as much as U.S. citizens). Without the data she won't be able to talk with me unless she is within wifi range. Is there a way to fix this?

The phone model is LG V10 H900.

A great resource we have is our Troubleshoot & Resolve Tool! Please log in with you myAT&T account for a personalized experience. You are also able to choose the device having the issue. Under Service/network issues, choose Internet and follow the prompts.
