Locked vs. Unlocked for OS Updates
I received an AT&T variant of the One M9 directly from HTC. Since it has the AT&T logo on the back and lists AT&T as the carrier in the "About Phone" section of settings menu, I assume that to mean it's "locked".
I noticed that HTC One M8 and M9 unlocked devices will receive Android 6.0 before the AT&T versions. Does this mean that having a carrier variant device unlocked means you'll receive the updates sooner?
I'm really sick of being last in line receiving updates on my phone thanks to AT&T's non-existent efforts in expediting the implementation of their bloatware to work with each new Android update. I think it's unacceptable that Android users have to own unlocked devices in order to receive timely software updates.

No. Even unlocked, it will get the update as it is an AT&T phone, it will get the AT&T update. Non branded phones can get the update earlier as Branded phones will get a different update as the company adds their stuff to the update before it can be pushed out.
