The AT&T kiosk in Walmart is not owned or operated by AT&T nor does it have AT&T employees. If you have the receipt and the original packaging, and you are within the return window, ask to speak to the manager. There's not much AT&T can do because one, they didn't sell you the phone and two, the kiosk in Walmart is owned by an independent, totally separate from AT&T.
A "pop" number usually means Point Of Purchase which has nothing to do with the IMEI number of the phone. Did you attempt to return the phone to the same Walmart that you purchased it from? The store's address should be on the receipt which would indicate that the phone was purchased from that store.

A point of purchase error might mean that the phone was scanned out incorrectly to start with.
I don't know if they have to manually enter the IMEI from the box but if they didn't do it right the first time, it doesn't match, The phone won't activate, and it won't match when you try to return the phone.
