Says storage shortage and phone is dragging

My ZTE Max Android keeps saying storage shortage in notification bar. I've deleted every single pictures and videos and cleared out cache and junk files one by one of almost every app.also,phone is dragging extremely slow or just freezes every few seconds. Phoenix browser and Downloader and Videoder won't download anything. It took me since 3:30am till now 6:46am,to do all this message.Please advise before I smash my favorite phone. Thank you

You say you deleted photos and cache files, but nothing about apps. You'll need to uninstall apps. Uninstalling updates and disabling pre-installed apps can also save a bit of memory.

Hey thanks for the reply.But I deleted total 26 apps including some I really needed cleared out app junk files using files by google.deleated, EVERY single photo and Videos. Cleaned all emails,text messages even deleted some contacts.and storage says right before texted this message 14.85 of 16.Gb used.HOW,WHY? SHOULD I do factory reset? Would that solve everything,more or less???
