Well riddle me this You posted under Apple, instead of Android.

You're asking why your phone is still locked, did you request it be unlocked?
Did you receive an email approving the unlock?
Did you receive instructions to install a different SIM card from a non AT&T provider, then connect your phone to Wi-Fi in order to complete the unlock with Google servers?
