Are all iPhone X sold by AT&T locked?
I bought an iPhone X from a friend who claimed that he bought it full price $1200 from AT&T and unlocked. He activated the phone with his AT&T sim card. Then he sold it to me. Thinking it was an unlocked phone, I bought it. However, when I tried to use it with my t-mobile sim card, it didn't work. I don't know why, told him about that, he doesn't know why either.

All phones sold by ATT are factory locked by the carrier. Once the phone is paid, you can request from ATT an unlock code and unlock the phone.

ATT does not sell unlocked phones, not sure why your friend thought it was unlocked. Perhaps because Apple has a new setup where phones are sold unlocked but they lock to whatever carrier it is activated on. Theoretically, even though bought from ATT, if it had been activated on Verizon, it would still be unlocked since Verizon is not allowed to lock their phones per FCC agreement.

actually that is not all true anymore. Apple is leaving there phones factory unlocked till they are Activated. Samsung is actually doing that also on the note 8 and s8 series.
