Can not receive texts from companies

I bought an iPhone 6S last year at an AT&T store replacing my iPhone 5. Before that I had an iPhone 3s and have been with AT&T since then. I have unlimited data and unlimited texting. I don't know when it started but last winter I tried setting up 2 factor authentication with my Playstation account but no matter how many times I re-entered my phone number and requested the authentication text I never received it. I assumed it was a Playstation issue but since then I have noticed it's all companies except AT&T. I'm with a national bank and tried numerous times to set up security alerts by text but I never recieve the text from the bank, I tried setting up a Lyft account and never received the text, Zoosk never receive the text. I know I'm putting in the right phone number. I've tried every possible system setting that relates to texting. iMessage on, iMessage off, LTE on, LTE off, WiFi on, WiFi off, Cellular off and WiFi on etc. Phone has been rebooted many times. I finally contacted AT&T via  chat this week. I was transferred to a higher level and in the end they said they would get back to me with a reply. 2 Days later I receive a boiler plate text from AT&T "We were unable to identify any network related issues...Thank you for choosing AT&T." Obviously this is unacceptable and if I can't find a solution soon I'll have no choice but to just switch providers. Would it be worth my time to speak to someone at an AT&T store?

I forgot to include I receive all texts from friends, family, coworkers regardless of what type of  phone or network they're on.

I tried using the trouble shooting web page for AT&T and it stated "Text Messaging features are not active on the service." even though I have unlimited texting. It then suggested I chat with support. As stated before I've already been through all that and they gave up but figured maybe they could at least tell me why It's saying Text Messaging features are not active on the service. Turns out I'm not able to send or receive short codes. So again I have another case ID. Hopefully it will actually get resolved this time. I can't believe the first 2 people I chatted with did not know this.

I'll leave this here incase anyone else has the problem and is looking for a solution.

After 2 days they merely sent me the same boiler plate text "We were unable to identify any network related issues...Thank you for choosing AT&T."

So I fixed it myself. I had been grandfathered in on the unlimited data plan since getting my first iPhone 3S. A couple years ago they gave me unlimited texting at no extra charge. So I left my original plan and switched to the new unlimited data and text plan (At $5 more a month for exactly the same thing Man Mad) and what do you know I instantly was able to receive short codes. There's no way none of the AT&T tech support people I talked with didn't know this. So overall this is a great way to lose a long time customer. Since I already had to leave the grandfathered plan I have no problem switching to another wireless provider that will give me a better rate.
