Declining calls does not work IPhone 8 +
When I decline a call it immediately comes back as another phone call. This is not just someone calling back. When I call it from another phones it just rings and rings and when I hit decline on the iPhone it immediately comes back as a second missed call.

Thanks for reaching out! We understand that you are declining a call, and then it is coming through a second time. It's likely that you have repeated calls on. This option is available with the Do Not Disturb feature. Navigate to it, and make sure repeated calls is checked off. Please let us know if you have any further questions!
