i tried to unlock my 4 year old iPhone 5s yesterday and it didn’t work due to “fraud”?

Now, this phone has had 2 previous users to be fair, but I don’t think they did anything illegal with it. We haven’t used at&t for nearly 3 years so I tried unlocking it a couple times, every time it just said fraud and no further explanation. Can someone help me please???
