iPhone BOGO Program AT&T terrible customer service

Hey i been a long time at&t customer and starting to really dislike how im being treated by the lack of customer service. I recently purchased a iPhone X and a iPhone 8 and i wasn't able to receive my extra device even though i also opened up my new line. I called at&t both Saturday 12/02 and Sunday 12/03 and on both days i was told i will receive a call back from a manager within 1-2 hours and yet still nothing. On Sunday i spoke with a Representative by the name of Jeff who also refused to allow me to speak with a manager

 

Really considering to switch to another carrier do any one has any ideas of a good carriers. I travel a lot for work so im looking for a reliable carrier.

What do you mean, “weren’t able to receive the device”.  Why?   Back Ordered?   Not approved for credit on a new phone?   What?

I never recieved the 3rd device and when i called about the device or bill credit i was told i dont qualify because i didnt do it at the time of purchase.
