iphone not ringing after numbersync with apple watch

I set up numbersync for my apple watch (series 3 with cellular) last week. Since that time, about 95% of the time someone calls, it goes straight to voicemail. My phone (iPhone 6s) doesn't ring, and the watch doesn't ring. I've disabled the cellular on the apple watch. Hopefully this will fix it in the short term, but I'd like to know what's happening and how to fix it.

Have you tried disconnecting the watch from the phone and then re-pairing them together? If this does not help, you can also click here for a walkthrough to connect the watch back to the phone.
