I've got approve mail from AT&T, but can't unlock my phone

Hello, I've ordered unlock request for my iPhone 6, and approve message comes next day, but my phone says that this card is wrong sim card, I tried other cards its not working. I'm in Armenia now btw.

Did you backup, erase, then  restore?   The directions in the email tell you how to complete unlock with ATT or new SIM card.

No I didn't, email said:

We received and approved your request to unlock your Apple iPhone 6 A1549 device. Use the instructions in this email to unlock your device.

 

Instructions: "

Once you have received the email confirming AT&T has approved and processed your unlock request, follow these instructions to complete the unlock for your device.

Using a Non-AT&T SIM Card:

1. Remove your SIM card and insert the new SIM card.

2. Complete the setup process.
