Poor Cellular and AT&T Wifi Calling

I have "Wi-Fi Calling" enabled on my iphone 6s, as i do not get reliable cellular signal in my house.  I work from home so really rely on it.

At some times, the status line says "AT&T Wi-Fi"  with the full-strength WiFi indicator icon, as we'd expect.  Life is good.

However, at other times, it just says "AT&T" without the Wi-Fi Calling indication, even though WiFi is at full strength.  It never changes to AT&T Wi-Fi and will not permit WiFi calling.

I have tried what I have seen in other postings (to put phone in airplane mode to remove cellular signal and turn wifi back on) but the problem persists where the AT&T Wifi will disappread even if i'm motionless in a strong wifi range and all other wifi functionality works - but i can't make my wifi calls.

really frustrated...

Some experienced issues with a particular release of carrier settings, which was supposedly rectified recently. You can force an update by going into settings > general > about and tapping on carrier.

while updated ios recently, it popped up with 'update carrier settings' so i did that.

still same hit or miss.... can't understand what controls whether it is 'AT&T Wifi' or not.... first image below - all devices in home are full wifi strength including iphone - but no AT&T Wifi... just AT&T with full bars wifi icon.

shut off/on wifi, go airplane mode and back... no change.  turn phone off/on:  then it pops back up (second image)... but not sure for how long (i can't have turning phone off/on as solution).

then after minute or two, it finds the weak cellular signal and shows 1 bar...  (third image)

(I dont have time right now to try to watch for it to vanish... unfortunately i dont see a pattern of when the AT&T Wifi goes away... sorry.
