If you’re trying to access the website from outside of the U.S., try using a U.S. based VPN.  Or try a different browser.  If you keep getting an error message, your only options will be to call them (they likely won’t help if you aren’t a customer) or file a BBB or FCC complaint (which you need US contact info to use).

So, I can’t do anything. I’m did with VPN too and nothing. I’m out of USA.

I don’t have att occount. I have a phone of att carrier and its pay off for this reason I want to unlock it and I don’t have any answer to do this.

@Denny2594  If you don't have an AT&T account, then use the Unlock Portal. However, if you are outside of the U.S. then you'll will have to use a VPN or contact AT&T directly as mentioned. Just use the  "I don't have an AT&T phone number" or whatever it says when and if you can get to that on the unlock portal.

Did you purchase the phone from a third party? If so, it could be that the phone was never really paid off and if that's the case, only the original owner can pay off any past due balance. AT&T can't and won't let you pay off someone else's debt. This is a common scam when purchasing from a third party. As long as you meet the unlocking requirements as listed on the unlock portal you should be able to unlock the phone. However, being as you are outside of the U.S. and not an AT&T customer, your options are limited to contacting AT&T directly, and again as mentioned, if you are not an AT&T customer, they probably won't help you at all. I'd return the phone to who ever or where ever you purchase it from.

My guess is that you were sold something that is not as described. Unless you wanted a phone locked to AT&T.

I will venture to guess that it will be much more trouble than it's worth trying to fight to get that thing unlocked.

Return it for a refund and make sure you get an unlocked phone next time. Also, make sure "AT&T" is nowhere in the description. Unlocked ot not. Too many phones are being sold that are AT&T branded but sold as "unlocked" only for the buyer to find out that it is still locked. There's usually a reason you may see them sold at a cheaper price than other factory unlocked phones.
