Voicemail full

It looked as though I deleted all my voicemail messages but they were still there. I had to go in and manually delete all of them with the keypad. What gives I really don’t want to have to do that all the time. My phone has the capability to delete voicemail and then delete the deleted voicemail. Why isn’t it working?
