AT&T Internet Air

I have AT&T Wireless with 5 lines, AT&T Directv Stream and AT&T Uverse at our home in Cleveland, Ohio.  We have a second home on South Bass Island (Also known as Put In Bay) in Lake Erie.   We have an AT&T 5G tower on the island.  Since I can only get low speed DSL from Frontier Communications I would like to get AT&T Air.  When I called AT&T I was told it is only being offered to current AT&T DSL customers.  Who can I talk to at AT&T to get them to make an exception.  With numerous devices and streaming service the  Frontrier 18mbs DSL is very inadequate.
