Address not in ATT database, cannot get service although neighbors do

I have a newly constructed commercial location in rural Turlock, California. The neighbors have AT&T because it is the only company offering phone and internet (at 6mpbs max!) in the area.

I have spoken with three different representatives, but the business address does not show up. How can I get my address verified and added to the database, so I can begin to get service?
