Att says they do not have availability nor do they own the rights, yet there are att markers and boxes all over my property.

I need to get in contact with a local field engineer that is willing to put in a little effort. The sales reps on the phone can only tell me what their computers tell them. I have been told that ATT does not and cannot provide internet to my property. Yet we have seen ATT trucks pulling copper and replacing with fiber on our property. I have had call before you dig companies mark and flag fiber lines on my property, there are ATT boxes and ATT identification underground cable markers. Please help this has become time sensitive.

Fiber or copper lines running from one point to another is not a meant to provide customer service. 
The line(s) might be going to cell tower, government concern (fire station, police, etc), business offices or business park or a subdivision either new greenfield development or upgrade of existing services.

Your service would come from the point where the line terminates such as cross box, VRAD or PFP which would service the planned/budgeted service area. If you’re not a part of that service area then there is no access. Similar to an interstate or major road passing by your property but you do not have an access point to enter that means of travel but must use the planned path for travel from your address.

Edit, you would have service the same time as others to the left and right on same side of street has service, does your immediate neighbors have ATT Fiber service?

To add to the twist here. The building directly to the left of us is an ATT building, not a store, but large work center Not sure exactly what is done there. Its an unmarked building. Address of ATT building. I know they must have direct internet.
