ATT tech left without finishing the installation

Yesterday when the technician arrived and checked the underground box outside, he told me he couldn't pull the fiber to my house because the box was full of dirt, and he couldn’t clear it by himself, so he went ahead and completed the indoor wiring portion and gave me the modem with the SFP module. The tech also told me that no one would pick up or check the ticket he submitted for me after 3 PM.

I checked my AT&T account status, and it says: “Appointment on hold. Your installation is delayed due to a network issue. We’ll contact you once the issue is resolved to reschedule your appointment.”

another tech came in today about 30 mins then left. Basically he told me he couldn’t do it and he would be off in 30 mins, so he return the ticket back. I don’t know what description was written on the ticket basically the 2nd tech had no idea about the issue on the ticket

Now I have the equipment but no service. Is there a department I can reach out to in order to escalate this case?

The work ticket has been referred to another group, either outside tech which is generally for bad connections / terminals or for a local contractor that placed the pedestal/ handhold to return to provide access which may require digging (permit?) to resolve.

I was told by the Tech that Pull boxes are full of mud/dirt, so he couldn't take out the dirt/mud and pull the fiber, so he just told me he submitted a ticket. then another tech came in on the following day, and told me he couldn't do it as well.
