ATT technician frayed my electrical wiring, who do I contact?

I had a technician come out in Oct 10 to fix my connection problem with my modem. He moved the modems location and created a new phone line in my dining room for the set up. Since then, I’ve noticed cords and outlets getting very hot to the touch. Today it rained and one side of the wall with two outlets completely stopped working. The breaker is not the problem. I looked outside and the technician drilled a whole from the outside to the inside and didn’t seal it. I believe he either frayed a wire or because of the unsealed hole, the rain caused a short. Who do I contact about this serious problem and how do I go about it. I’m legitimately worried about having an electrical fire.
