Buried distribution line
Hi,
An AT&T distribution cable was marked on my property. Who can I contact to get this cable moved?

We understand that you're needing help with who to contact for unburied wire. We hear you, and we're here to assist you.
If the cable is unburied or exposed, you can report it directly to AT&T. Report unburied cables, exposed wires, or downed lines Call our Buried Wire Center at 800.924.9420 Monday through Friday between 8:00 a.m. and 6 p.m. ET. Provide your account information and say, “Line is down.” If you don’t have AT&T service, say “No account.” When asked if you want to order new service, say “No.” Then, let them know that the line is down.
Remember: This number is just for unburied ground cables. Some utility companies mark or paint their lines. If you see a marked line with an exposed cable or wire, and it doesn’t say AT&T, be sure to report it directly to that company.

So, assuming you mean it's the drop going from the terminal to your home, all you can do is call customer service and request it. It most likely won't be cheap.

It's a buried cable and we don't have any AT&T services. Who do I contact about a buried line?

As mentioned in the above post, we recommend that you reach out to our concerned team. Call our Buried Wire Center at 800.924.9420 Monday through Friday between 8:00 a.m. and 6 p.m. ET. If you don’t have AT&T service, say “No account.” When asked if you want to order new service, say “No.” Then, let them know that the line is down.

It doesn't matter if you don't have AT&T service. Is it the drop that goes from the terminal to your house? If it is and you're positive it's an AT&T drop why move it, you're not using it anyway and it will cost a pretty good chunk to move it. Cable, serves several or many customers, drop from terminal to house one residence, about as big around as your finger. A cable can be quarter size for smaller cables to a few inches across.
