Old Resident Still Has Service Turned On- I Cant Transfer Mine
Old resident hasn’t cancelled at my new apt. Customer service cannot transfer my existing service. We’ve called them five times and no answer. What do i do?

Keep calling until you get someone who knows how to get around that problem.
OR,
This may be worth a try, when you give your address, (for sake of example lets say your address is 123 Main St., Apartment A), Say your Address is 123 Main St., Apartment A, Room B.
When the technician calls or arrives explain the situation. Eventually the other customers account will close for non-payment or they may actually cancel.
