If performing a self installation, equipment shipped to you… yes you may install the equipment now.
Activation will occur after all work associated with the account has been completed.
If a tech needs to make connections on the outside facilities, that work would be scheduled and not able to move the date up. If no outside work is required then subjected to when the account is provisioned in the system.
