Trouble Getting AT&T to Connect Internet for New Construction?

I moved into a just-built home a month ago in north Kansas City (Staley Meadows) and cannot get anyone at AT&T to come check whether internet service is available at my house. A online check for my address shows internet service is not available. But there is a utility box in my front yard with a cables inside (a picture is attached). And an underground surveyor marked cable lines in my backyard from an AT&T utility box across the street. And my neighbors across the street have AT&T internet, which is hooked up from the same utility box from where the marked cable lines in my backyard are coming from? Despite all of this, no one from AT&T will come out and check out my house.

 

Has anyone had this problem and could give me a suggestion to have someone, ANYONE, come out and check my house for internet availability?
