looking to upgrade speeds

In November, I signed up in store for Uverse internet. The Store Clerk told me that I could get 50+ speeds. I still have the Paper that showed what i signed up for. I agreed and payed the upfront fees. Later when the account information came in it showed Basic Internet at 756kbps. I Contacted support and was told that it was a mistake by the clerk. I asked if it could be fixed so that I can have the speed I was offered in store. He informed me that a 12mb was the fastest speed showing for my Address. I let him know that I need more than this for my work, which was the same I told the Clerk in store. He then patched me through to a Specialist who told me that 12mb is the best but in December I would be able to upgrade to 50-75. It's now December and I can not find anyone who can help me upgrade. I have documents from the Specialist telling me the upgrade would happen and that I would be able to get the speeds I needed. I live 1000 ft from the NOC(The Main Servers for all internet from ATT in my City). The tech who installed said he does not see why I can't get faster speeds as I was so close to the NOC and had the wires in building to support it. I need to know the process needed to upgrade my speeds. I need more downstream for work reasons.

you need to know if your circuit is IP-RT or FTTN.  if it is IP-RT 12 would be the fastest you could get, if it is FTTN and the cable run is less then 1000' you would be able to get 75, but that is NOT straight line distance, that is distance in which the cable is ran.  If you are on an IP-RT circuit and FTTN is available, you would need to get the circuit changed.

Firstly, I am 1000 feet from the main hub for the whole city, Im only 50ft from the att box that feeds the building. Secondly. How do i check if im on IP-RT or FTTN. As far as i know the Service tech said it was a fiber connection, so that should be fttn.

I signed a contract after the database was checked, and it stated i would be getting the upgraded 60$ internet plan. It wasnt until the install notes came in, that it showed internet basic. As a consumer, i was told i would get the upgraded speed, not Maybe, but would get. She typed away on the computer for a few minutes then said i could get it. I feel like the store clerk lied to me to get me to sign the contract. I even told her i did not want service if it was less than 50. She reassured me that i CAN get more. 

 

Then the Specialist on Support that told me 12 was the best i could get, Convinced me that they would be upgrading the area i am in to 50, so i shouldn't cancel. Yet again lied to, or i am led to assume cause i still have crappy internet still. I have documents from all this. and i am now locked into the contract. I just want faster speeds. I checked and i am on ADSL2+, Who do i contact to get necessary upgrades done, so i can have faster speed.
