How can we limit inbound.att.net to only inbox mail; receving the spam also

in Outlook Desktop app (Outlook 2010) how do I limit inbound.att.net to only inbox mail (I am also receving the spam folder messages in my which Outlook desktop inbox tagged as bulk mail)

 

I have a desk top (i.e. my case Outlook [2007, 2010, and 2013]) client; inbound.att.net sends all the unread (and undown loaded) mail when the desktop client goes into send/receive mode.
 
Most of the time in my case inbound.att.net is sending both the inbox and spam folder with Yahoo tagging mail from the att.net spam folder as [Bulk] to the Outlook inbox folder and about half the time Outlook reroutes the messages to the junk folder.  Any mail tagged [bulk] sent to the inbox I manually move to the junk folder.
 
Periodically Outlook will generate an error message and skip inbound.att.net and/or outbound.att.net.   I have two att.net email accounts that are exhibiting this behavior. When I get the error message, I have to Iogon to att.net and clean out the spam folder (delete them all).
 
With my desk top (i.e. my case Outlook [2007, 2010, 2013]) client on three laptop/desktop platforms, my GMail and Outlook.com accounts do NOT exhibit this behavior, only the inbound.att.net accounts.  
 
As for in the Mobile phone environment, att.net's "Bulk Mail" folder is exposed, however the messages are not comingled with the inbox.
 
Any idea?
