request a better internet plan even though the faster ones aren't available in my area?

It feels like they're not going to improve my area anytime soon so I was just wondering if it's possible for one indidvual to ask for better internet? Right now I have the 6Mpbs Elite plan and the down is good for what it is but my upload speed is .71 . With what I do the upload speed is important, I stream content and it has taken a lot of trial and error to make such a low speed work but the thing is, there is no wiggle room.

 I also find it silly that my friend who is about 2-3 miles away has ten times the speeds that I have.
