Interupted Phone Service
My small business switched our land line to AT&T last Friday. Since this time, anyone who uses T Mobile is unable to make calls to our office. We have had at least one known incident with Metro PCS as well. We have spent huge blocks of time on the phone with AT&T to no avail. They seem completely stumped by the issue even though it has happened in the past (we have found other issues through Google searches). Where do we go next or how do I escalate up the chain to get this taken care of?

The routing changes necessitated by your port from your old carrier has not completed rolling through all the carriers (in this case T-Mobile). This is a porting issue. You can try opening an FCC complaint for a number portability problem (although they seem geared to help consumers, not businesses; the problems are the same either way).
