Conditional call forwarding stopped working to carriers other than AT&T

Sometime in March - conditional call forwarding stopped working to Google Voice. I have also tried to a Tracfone number and it fails. If I conditional call forward to another AT&T line it works fine.  The symptom is an immediate disconnect as soon as the forward starts for unanswered or busy. Unconditional (forward all or unreachable) work fine.

I get notifications in my GV history that I missed a call, so I know it starts, but AT&T is disconnecting for some reason.

I chatted for hours with someone from Advanced support and they said it must be a change with the other carriers. There is no way this is true. AT&T has changed something.

I am being told by all AT&T support this is not an AT&T problem, but I believe it is. I would like to see if other AT&T wireless customers see this problem.

Yes, it is still happening for me, and I even recently switch phones and it followed.

In mid March, i started happening on 2 of the 5 Android phones on my plan.  All phones are configured to forward to google voice when unanswered, busy, or unreachable.  The two phones that have the problem are a Pixel 5 and Pixel 7 Pro.  They are both on Android 14.

Callers started getting "Sorry, your call did not go through...".  I've set all three forwarding options in both the Phone application and with the *61, *62, and *67 codes.  After doing this calls will forward to GV when the phone is on airplane mode (unreachable), or when we're on a call (busy).  But if unanswered, the call will not forward.

I believe there is something wrong with AT&T forwarding process. It works fine if I forward the calls to another AT&T number

I will do a conditional forwarding test to a different AT&T number later to reproduce what you are seeing.  

I've also tried changing the delay before forwarding to all and it makes no difference.


I've scoured https://issuetracker.google.com/ for Android issues related to call forwarding and find nothing relevant.

I've verified that if I conditionally forward to another att line when unanswered, it works correctly.

I also upgraded on of my plan's phones from an older model running Android 11 to a OnePlus 12 with Android 14 and conditional call forwarding doesn't work for any of the 3 modes.

Maddening.

@kstatechalk submitted feedback in GV and managed to get a support ticket opened.  Since I can conditionally forward to an AT&T number and also to a Spectrum number (outside AT&T's network), but not to GV, it sounds like they might be actually do some back-channel investigation.

Perhaps if you submit a feedback too, it could catch their attention.
