Sky Eye is either a huge deep space telescope (in China), or a network of trained drone pilots, or a camera that can be mounted on a drone. Whatever it is it doesn't sound like it's something that can connect or should connect to AT&T.
It would be helpful if the OP could be a bit more specific as to the "Sky Eye" actually is.
