MR1100 wifi disabled

Hi, I got a MR1100 from eBay. But wifi is disabled. I used the USB to connect to the device and tried to turn wifi on.
Nothing worked. I haven't put the SIM card in though. Does the device require a SIM card in place before turning on wifi?
