"You tried to unlock your device too many times, Please try again after 24 hours" It's been 48 hours and still same message

I am the original owner and paid off the device. This is an AT&T phone and I still get this message when I try to submit a request. I will be leaving the country for vacation and will need to unlock my phone in order to use it with international carriers. Please help.

@Cristinri If your phone meets the requirements for unlocking you can file an online BBB or FCC complain which will be forwarded to the Office of the President and they should contact you.

UPDATE: I was able to contact support and they were able to unlock the phone via chat. All is good thank you all.
