AT&T won't unlock my phone even though I brought it to AT&T
I purchased a used iPhone 13 from Gazelle in 2023, which I then brought to AT&T. I never had any installments on the device through AT&T since I paid for the phone fully myself. But when I try to unlock the phone, AT&T says that there are remaining installment payments. How is this possible? There have never been any installment payments for this device. Now AT&T is giving me the runaround. When customer support tells me that I still owe installment payments, I ask them "how much" and "from when" and they can't answer -- because there aren't any payments that I owe! Does anyone know what is going on here?

You bought a used phone. When AT&T says there is money owed on the phone, they are talking about the person who originally bought it and didn’t finish paying for it, not you personally.

Sounds like who ever sold you the phone didn't finish making payments on it, which is an all-too-common scam. AT&T can't and won't tell you how much is owed nor who owes it for privacy and other reasons. Only the original owner can pay off what is owed. If not, then the phone will eventually be blacklisted and it won't be usable on any network. Get your money back.
