Can I use my AT&T american sim card into my newly bought EU phone?

Hello, I'll be an exchange student in Minnesota this fall and I want to buy Xiaomi Mi A2 64GB LTE but when I was in the US before my EU cellphone was somehow "denied" by the AT&T guy and he told me that he can't put an American SIM CARD into it so I bought a Nokia but it's a windows phone that i don't like so I'll be buying the Xiaomi Mi A2 64GB LTE now and I want to know if I can just buy Xiaomi Mi A2 64GB LTE here in EU and switch my EU SIM card with the American one that I have in the Nokia now, or will I be forced to get a new SIM CARD in the US? I was told that for some reason American cellphones are blocked, but I don't know what that means.

You can put an ATT SIM card into any compatible phone as long as the phone is not locked. I have no idea if that phone is compatible with ATT’s network. If it is, the other issue you might run into is ATT might not recognize it as an LTE device and you would only get 4G service. There are ways around that, though.

@tomkuchvalek  It will be 3g only as it lacks the major bands for AT&T.  It also will have no service at all when 3g is phased out.
