Can not MAKE calls all else works

Had Note 10 or 20 was not able to make calls on data OR wifi but could get calls, got new sim spent hours on phone with support, gave up got new s22, new phone new sim exact same problem called att many times 20 hours on phone calls, nothing... gave up, tried to talk to support today after 2 hours on phone, got "disconnected" insane lack of support.   I have 7 lines of service.
