International Roaming Day Pass

While on a recent trip to Aruba, my ATT International Day Pass kicked in as usual. The problem was when I went to actually use my phone, it connected automatically to a carrier named SETAR and nothing was going through, no calls or texts. When I manually changed to the other carrier on the island, Digicel, everything worked perfectly. My question is, with this roaming feature, does it cover every possible carrier wherever I go or is it possible to connect to a local carrier in which AT&T won't cover on the Daily Pass?

Yes.  

As long as you are in a covered country, you're covered by IDP.  You are permitted to manually select a different network

I'm not sure why the phone sometimes connects to poor networks when there are better networks available. You would think it would select and connect to the best network possible
