“No Service” in Austin Texas since Monday. When is AT&T going to resolve this matter?

Suddenly on Monday, myself and several neighbors, all AT&T customers, had “No Service.” We live in the 78704 area code. I called AT&T to report the issue (I had to travel 2 miles north of my residence to get service to make a call), and they said a fiber-optic cable was severed near Oltorf/IH 35 and that it would be resolved by 11 pm last night. Twelve hours later, no change to “No Service.” My neighbor called this morning (she traveled a couple of miles west to make a call), and she was told by a person with tech support that there were no issues in the Austin Texas area with network, towers or antanaes. He suggested it was her iPhone/device. I have no bars and “No Service” along with 8 other neighbors-ATT customers. Currently as I type, I am hotspotted to another neighbor’s T-Mobile iPhone. He has 4 bars! Additionally, ATT reception across Austin is spotty and unreliable. What’s going on???!!!!!!
