Outage
Can someone at AT&T please explain to me how we’re expected to report an outage by calling in when there is SOS Only service?
According to a neighbor, the Greshamville GA tower is down. Are there any plans to address this and fix it so we don’t all have to drive 20 minutes to be able to receive a call or text message? This is a huge safety concern.

Most people have home internet and use Wi-Fi calling. Even if there is a tower down close to you, Wi-Fi calling would allow you to call AT&T
You still have internet access, so you also can use live chat to communicate with AT&T.
In any case this is not AT&T. The "contact us" link is at the bottom of the web page includes both phone numbers and the chat option

If you cannot call from your phone then naturally you will need to do so from a non-AT&T cell. This is a public forum, not official support so all the "help" can do outside of very general guidance is refer you to their "Contact Us" page.
Though if it turns out not a tower outage, then please post more details (full symptoms, what you've tried, model of phone, etc.) for others to try and help.

As someone who lives in a rural area we have an AT&T mobile hotspot that we use for internet so when our cell service is down so is our internet. WiFi calling is not an option.

If WiFi-C isn't an option as the outage affects both cell calls and internet because of your hotspot, then I would try chat on the website as suggested. Otherwise you will need to use an alternative phone.
Hopefully they are already aware of the issue and have it on the schedule to fix. Be prepared it may take some time depending on the exact issue and what other work they have going on (can't be everywhere at once).

FYI it was an outage at 4 towers in our area. We drove 25 minutes to call AT&T support to get some answers and a timeline for the fix.
