SOS mode AT&T provider

The problem is that the phone is periodically losing the signal from the nearest cell tower.  Could be any number of reasons.  Weak signal.  Tower issue.  Tower congestion.

I live in a major metropolitan city on the east coast - why would that happen? Is there anything I can do or I just have to deal with it? 

My issue with continuous SOS mode happened after an update on 5/3/2024. There seems to be no fix and this issue has cost me about $1500. I am so incredibly dissatisfied. This is not my fault.
