Unable to call a particular phone number

I am having an issue with my wireless service. I can’t call one contact/phone on my phone. I can FaceTime them, as well as send text messages to them.  They can call me directly, send text messages and FaceTime me.  I am only having this issue with this one phone number and unsure why.  This contact has not blocked me. 

I was recently abroad in Switzerland for 2 weeks were i was using the international daily option plan. I had no issues making phone calls. It wasn't until i came back when i could not call this number and only this number.  Any suggestions would be great! 

I have reset my network, reset my phone, deleted the contact - called the number directly, i called Apple to see if it was on their side and they asked me to reach out to At&t.

Is the number in question a non-US number?

   If yes ..

If you have long distance calling blocked, which in your account is "international calling" (which is not the same as international roaming) Then you would not be able to make a long distance calls to numbers outside of the USA.   And of course you would have to have the correct country code for that phone number

@formerlyknownas Thank you so much for reading this and responding. The number i'm trying to call is a USA number, it's my husbands number that's i've always been able to call.

Well that is very strange. 

Check to see how he appears in your contact information. And make sure that both of you have each other's phone numbers in settings under send and receive.

If everything else is normal, then you'll have to contact AT&T.  Baffling.

I've heard of people not being able to use data in the USA after traveling abroad and using a foreign SIM. But I've never heard of a particular phone number especially not one that's probably on the same account, being blocked
