Why is the coverage on Donner Summit, Route 80, Soda Springs, Sugar Bowl Resort, Boreal, Serene Lakes, Norden so BAD.

Why is the cell coverage on Donner Summit, Northern Sierra Route 80, Soda Springs, Norden,  Sugar Bowl Resort, Boreal, Soda Springs Ski Resort,  Royal Gorge Ski Resor, Norden, Soda Springs,  Truckee, Serene Lake all in Northern California in a populated area.    The same dead spots have existed for over 25 years.

Likely because there aren’t any towers nearby, or they are being blocked by terrain or other feature.  If service has been bad for 25 years, then AT&T isn’t the best carrier to use if you live there.  If you’re expecting an answer on when (if ever) AT&T plans to get better coverage, you won’t find it here.  But if it’s been bad for that long, it probably isn’t a priority.
