How do I find out if there's an AT&T outage in my area? My phone's saying "Emergency calls only."

I havent been able to use my cell phone all day. I cant send/ receive texts, or make calls. How do I find out if there's an outage in my area or if my problem is caused by something else? I've restarted my phone twice, reinserted the sim, and It isnt on airplane mode. I've checked everything that I could think of. We're having a windstorm in my area and I thought it might be from that, but everyone around me who has att is saying their service isnt out...any ideas?
