It could be that your phone is not compatible with AT&T's hotspot service because it was previously a different service provider's phone and therefore the hotspot is programmed to their network.
There is also a long history of Motorola phones not working well with AT&T hotspot plans when they are unlocked devices. Even when the plan and the phone says it should work.
