I can't make an outgoing call from my Samsung grand Neo.

i can"t make outgoing call from anywhere. the message that pop up after the call failed was "conditional call forwarding active" My device model is GT-I9060. IMEI ******. incoming call is no problem, text and instant messages is no problem. my name is Robert.
