Making wi-fi calls in Europe on Samsung J3

I'll be in Europe soon.  I have a Samsung J3. Can I make free calls from it over the wi-fi in my hotel, river cruise ship, cafes, etc.?  If so, how do I activate it?  Can I use FB messenger to make wi-fi calls to my friends?  Or should I get a SIM card? I'll be in several different countries.

@nightengale  As long as you have a post paid account. Prepaid currently does not allow WiFi calling. 

Instuctions for setting up WiFi calling link below. Best to keep your phone in “airplane” mode when overseas to make WiFi calls in order to not incur international roaming charges.

Under "connections", there is no listing for "Wi-Fi Calling".  The closet one to it is simply "Wi-Fi" and there is nothing about making Wi-Fi calls under that.  My Model is Samsung-SM-J320A.

@nightengale  Are you a prepaid customer?  If so you can not activate.

If you are postpaid, you must turn on advanced calling features first.

We pay the bill when it comes, if that's what you mean by prepaid.  Under Device "Advanced Features", the options I have are 1) One handed operation, 2) Quick launch Camera, 3) Smart alert, and 4) Easy mute.  That's it. 

 

Under "Wi-Fi, MORE,  Advanced", the options are 1) Network notification - I have this On, 2) Hotspot 2.0 - I have this off, 3) Keep Wi-Fi on during sleep - I have this Never, 4) Auto connect to AT&T Wi-Fi - I have this On, 5) Install network certificates.  Then, it gives the MAC address & IP address.

If you are only using FB messaging for making wifi calls in EU.

You do not need to do anything as above.No matter you are post paid or prepaid.

Put your phone on Airplane mode,turn on your WiFi,as long as you pick up wifi signal,

you may need to log in with some FREE wifi network.After you log in,

Just use the phone as you are in USA.

Some FREE wifi in EU may not allowing you to make wifi calls or steaming music.

Some of them are very very slow connection,you may got drop of the wifi without notice.

I've called on my previous phone using FB messaging while out of the country over Wi-Fi, but I could only call people who were on FB messaging, no one else.  Is there some way of calling those who are not my Friends on FB messaging?

Not using FB Messenger, no. You can only call other FB Messenger users. There are other apps you might be able to use, like Skype or WhatsApp that may allow you to call over WiFi but be careful. Even using those can result in roaming charges if you are not careful.

@nightengale. Samsung J3 2016 model specs did not show WiFi calling.  Samsung J3 2017 model specs show WiFi calling. See the tab on wireless technology.

Mine is 2016 model.  So, I guess the answer is that I cannot make Wi-Fi calls using it. I purchased SIM cards when we were in Scotland and Germany for my old phone, but they really didn't work well.  That's why I was hoping to make Wi-Fi calls with my cell.  It's an unlocked phone, but I was hoping not to have to purchase SIM cards again.
