Proper procedure is to take your U-verse account number and your equipment that you're returning to the nearest The UPS Store or FedEx Office location and have them check in the return and give you a receipt. Hang on to that receipt until you're convinced that AT&T has properly credited your account for the return (several months, minimum).

Some people have been sent e-mails telling them to recycle equipment followed a week or so later by an e-mail telling them they'd face a non-return fee if they didn't return the same equipment they were told to recycle. For now, I'd take the safe route.

Here's what I would do:
Take your stuff to any FedEx or UPS. If they refuse any bit of it, take the remainder to a second store. Repeat as necessary across both FedEx and UPS.
Once you've been to 3-4 stores (both FedEx and UPS), if you still have any left, hold on to it.
Hold on to all receipts and any remaining equipment. Pay attention to all communications from AT&T about receiving equipment and/or being billed for unreturned equipment.
If it's been 12-16 months, it's *probably* ok to toss if you insist on downsizing. At this point, equipment should go to an electronics recycler.
Unfortunately, some communication says "please return" and other communication says "toss." It is what it is.
Now with that said, you may get lucky and the first store will take all the equipment. With that said, it's still a good idea to hold on to the receipt.
