Authorized user - Adding phone connection

I am an authorized user in my family plan. Would it be possible for me to add a phone connection to my wife in my family plan?

As a authorized user you can perform a device upgrade, plan change or any other change to the account. however only the account owner can add a new line. That is what I have been told by AT&T when managing my account.
