Can I activate an outside phone on a payment plan?
My current phone is already paid off, but I have a special opportunity to buy a cheaper phone on a payment plan outside of AT&T. Can I still activate it on my current line even though it's on a payment plan and not "mine" yet?

That would depend on the policy of whose phone your paying.
ATT policy is not to unlock a phone for use on other carriers until installments are completed or the phone is paid off.
I suspect if the the phone is from an ATT MNVO might not have an issue.

If you mean can you buy an unlocked phone from Google, Samsung, or Apple, and move your AT&T SIM card onto the unlocked phone, the answer is yes. Of course you can always provide your own phone.
If the somewhere else, is another service provider, it is likely locked to that service provider
