Did AT&T reduce/restrict speeds now charges $7/month for Turbo?
We have the Unlimited Elite and Unlimited PL plans.
It appears - with the new Ericsson (formerly Nokia) network equipment, AT&T *increased the speed to advertised "5G", then *decreased it, forcing consumers to pay $7.00 more per month.
Is this true?

No. But priority may be different.
QCI is now 8, like other plans.
Priority ≠ speed.
Turbo raises priority. It doesn't increase speed. But better priority may improve access as you get served first (after business and firstnet)
The best analogy is all regular consumer plans have to travel in regular travel Lanes on the highway. Does not change the speed limit on any particular highway. When the highway is congested, everyone would be traveling slower.
Turbo allows those with that particular feature to access their own express lane.
It does not change the potential limit on speeds, which are limited by towers, but gets you out of the congestion.
It's a feature you can add and remove

@formerlyknownas wow - awesome - thank you. I rechecked after disabling/re-enabling eSIM and I'm back to ~250mbps in my backyard. (upstream is still <1mbps, which I can't fix, but so is VZ and TMo here).
Quick question - I've failed/stalled reporting a tower outage. I'm 100% certain it's out or damaged (it's a semi-unique one on a CO property, not shared nor near a highway).
Any advice? L1/L2 support has gone nowhere.

I assume that means you've called AT&T, they've given you the usual amount of lip service taking the report on your ZIP code, and there hasn't been any change in days, weeks, or months?
If they are in the process of working on or upgrading towers, they are not fast, and you could have a considerable weight on your hands. But it doesn't hurt to be the squeaky wheel.
I filed an FCC complaint against my provider, Verizon. If you have the same option. A routine complaint doesn't actually do anything on the FCC end, all it does is forward the complaint back to AT&T and they'll get in touch with you directly.
Verizon gave me the usual lip service when they contacted me about our town needing more towers. I disagreed, saying there's nothing wrong with the towers. There's a connection, you guys just aren't delivering enough bandwidth. About 8 months later they did something about the bandwidth. It's now less congested in the center of town and it's possible to use data.
